In this case, we are specifically referring to the process of taking incoming digital video, decompressing (decoding) it to what is referred to as raw (uncompressed or baseband) video, then recompressing (encoding) it more efficiently at lower bit rates and multiple video resolutions for seamless delivery to any Internet-connected video screen, even for a viewer that has older hardware or a poor Internet connection.
